The wast country of Hal-Pot had never played a big part in the history of Necromunda IV, always keeping to itself and not inviting any visitors, but about 90 years ago that changed when a rebellion initiated by a humble peasant called Liao Huang united the peasantry and workers in a large scale rebellion against “The 33 Lizard kings” -(practically bandit leaders and low class nobility) that had ruled the country for ages. After the country was rid of the Lizard kings Liao was named the first among equals and a new age og unity and prosperity ensured.
Today Hal-Pot in a single party state, with “first among equals” appointed once every 7 years. It is costumery to elect the sitting first until the person dies.

Socialist dictatorship [CR:5]: One party, citizens are heavily taxed, there are many laws and regulations. Small and larger private business exists, but the government will get involved as soon as more there is more than a few hundred employees.
